I like the idea but drainage would be a problem in the lower layer.

Anytime one buries metal containers, it is best to coat with a layer of tar and then a vulcanized rubber membrane adhered directly to the tar forming a moisture resistant barrier. As for burying containers as a living space, it is best to first use a spray insulation to coat the entire exterior surface to add an insulation barrier. One then must trim the spray insulation to provide a fairly flat surface for the tar and membrane. Sounds like a lot of work, but it really is worth the effort and protects against corrosion, leakage, and most importantly temperature fluctuations.

What would the roof of the containers be covered with other than the dirt to protect from leaking and corrosion?
